Your rights and the role of the National Student Protector
The National Student Protector oversees the implementation of complaint and reporting procedures in Quebec’s school system. It is an independent body that ensures respect for the rights of students and their parents and contributes to improving educational services across Quebec.
Filing a complaint: the three-step procedure
If dissatisfied with school services received or required, a student or their parents may file a complaint following a graduated procedure.
Filing a report
A report may be filed by anyone when it involves an act of sexual violence involving a student. In this case:
- The report is made directly to the regional student protector, without going through steps 1 and 2.
- Anyone may file a report: teachers, school professionals, parents or students.
- Reports can be filed via the web form, by phone or by email.
Reports are handled as an emergency, with confidentiality of identifying information, unless consent is given otherwise or required by law.
Protection against retaliation
The Act respecting the National Student Protector protects anyone who:
- files a complaint or report;
- cooperates in the handling of a complaint or report;
- accompanies a person through these steps.
It is prohibited to threaten or take retaliatory measures (e.g., differential treatment, suspension, expulsion, disciplinary action) against a person for these reasons. Fines may be imposed for retaliatory measures, for both individuals and organizations.
